In my opinion, this business opportunity is a very straightforward product-based pyramid scheme.  You spend $25 to gain the privilege to make commissions.  You then have to purchase each product level to make commissions on that product level.  You have to recruit people to do the same thing to make money.

They pay up to 12 levels deep for your downline when you pay a one time $300 Presidential Circle fee.  They pay up to 5 levels deep when you do not pay this fee.

Many levels of compensation only further enriches those at or near the top … of distributors. Excessive levels in a downline is another sign participants are expected to sell primarily to their downline, rather than to the general public.

You have to spend $25 per month to participate.  You then need to select a package between $50 to $7500 and recruit others to make money.  Their top package is not listed on the graphic below. To sell retail products there is a $300 per year fee.
